Within 90 days after the date of enactment of this Act, the Secretary of the Interior shall include the areas described in subsection
(b)in the areas available for leasing under the 2012–2017 outer Continental Shelf oil and gas leasing program prepared under section 18 of the Outer Continental Shelf Lands Act (43 U.S.C. 1344). The areas referred to in subsection
(a)are all areas of the outer Continental Shelf (as that term is defined in that Act) in the Arctic Ocean, Atlantic Ocean, Pacific Ocean, and Eastern Gulf of Mexico.
