Section 1045(b) of the National Defense Authorization Act for Fiscal Year 2013 ( Public Law 112–239 ; 126 Stat. 1933) is amended— in paragraph (4), by striking August 15, 2013 and inserting August 15, 2014 ; and by adding at the end the following new paragraph: Of the funds authorized to be appropriated by the National Defense Authorization Act for Fiscal Year 2014 or otherwise made available for fiscal year 2014 for the Office of the Secretary of Defense for travel, not more than 75 percent may be obligated or expended until a period of 30 days has elapsed following the date on which the Secretary of Defense notifies the appropriate congressional committees that the Secretary has entered into an agreement under paragraph
(1)with a federally funded research and development center. .
