Not later than 6 months after the date of enactment of this Act, and at least every 5 years thereafter, the President shall update the National Contingency Plan required under section 311(d) of the Federal Water Pollution Control Act (33 U.S.C. 1321(d)) and shall ensure that each update includes separate response plans for— discharges of oil or other hazardous materials into or upon land; and discharges of oil or other hazardous materials into or upon water.
