Section 11(c) of the Outer Continental Shelf Lands Act ( 43 U.S.C. 1340(c) ) is amended by redesignating paragraph
(4)as paragraph (5), and by inserting after paragraph
(3)the following: An exploration plan submitted under this subsection shall not be eligible for a categorical exclusion under the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.). .
