Notwithstanding any other provision of law, the President is authorized to use funds made available to carry out any provision of this Act in order to provide, for any unanticipated contingencies, assistance authorized by title I, II or III in accordance with the provisions applicable to the furnishing of such assistance. The authority of subsection
(a)may not be used to authorize the use of more than $50,000,000 during any fiscal year. The President shall report in advance to the extent practicable to the appropriate congressional committees each time the President intends to exercise the authority of subsection (a).
