Sec. 9506. Limitation on assistance to countries in default

No assistance made available under this Act may be made available for new loans to the government of any country which is in default, during a period in excess of six calendar months, in payment to the United States of principal or interest on any loan made to such country under this Act, unless— such country meets its obligations under the existing loan; or the Secretary determines that new loans to such government are in the national interest and notifies the appropriate congressional committees of such determination.
