The Secretary, in coordination with the Administrator, is authorized to carry out programs in foreign countries to assist the disarmament, demobilization, reintegration, and rehabilitation of former combatants. The programs referred to in subsection
(a)shall be coordinated, as appropriate, with international nongovernmental organizations and the government of the country in which any such program is carried out.
