The Secretary is authorized, notwithstanding any other provision of law, to provide assistance to foreign countries for demining activities, including— clearance of unexploded ordinance; the destruction of small arms; and related activities. Subject to such terms and conditions as the Secretary may prescribe, the Secretary is authorized to make grants of demining equipment to foreign countries and international organizations, for the purposes identified in this section.
