Sec. 1803. Assistance for democratic strengthening

The Administrator is authorized to use funds made available under section 1015 to further the goal and objectives of this chapter in partner countries. Assistance authorized under subsection
(a)shall include support for the following: Conducting free, legitimate, credible, and fair national, state, and local elections. Developing and strengthening open, democratic, peaceful and effective political parties. Enhancing the responsiveness and effectiveness of public administration. Building professional, transparent and responsible legislatures. Developing and strengthening free, independent and professional media. Fostering inclusive and transparent legislative and regulatory processes at all levels of government. Decentralization efforts and the development of capable, representative local government institutions. Strengthening civilian, democratic control over the military. Combating corruption and promoting financial integrity. Improving the independence, impartiality, transparency and competence of judicial officials and processes. Revising and modernizing laws, constitutions, and legal frameworks. Expanding access of crime victims and witnesses to legal information and services. Promoting official recognition of, and respect in practice for, internationally recognized human rights. Supporting and assisting international and domestic courts and tribunals investigating and prosecuting instances of mass atrocities. Rehabilitating victims of torture, including activities specifically designed to treat the physical and psychological effects of torture. Preventing and responding to abuses such as human trafficking, sexual and gender-based violence, the conscription of children into armed forces, the use of child labor and the practice of child marriage. Strengthening the capacity of civil society organizations to participate effectively in public life and provide input into government decisions. Increasing citizen awareness of rights and responsibilities, and encouraging greater participation in political processes. Promoting tolerance, dialogue, and peaceful dispute resolution. Reducing the risk of mass atrocities through early warning and early action. Fostering equal rights and equal opportunities for marginalized groups. Countering laws, regulations, policies, and practices that restrict civil space. Expanding public access to information and communications, including through the Internet. Implementing Action Plans for Human Rights and Democracy prepared pursuant to section 3103.
