The goal of assistance under this chapter is to strengthen democratic institutions and practices and promote human rights in partner countries. In furtherance of the goal of subsection (a), assistance under this chapter shall be designed to help partner countries achieve the following objectives: Improving government responsiveness, accountability, transparency and effectiveness. Increasing the capacity and participation of civil society. Strengthening the observance of internationally recognized human rights and the rule of law. Fostering political competition and consensus-building. Protecting and expanding democratic space for civil society organizations to operate.
