The goal of assistance under this chapter is to increase access to quality education in partner countries. In furtherance of the goal of subsection (a), assistance under this chapter shall be designed to help partner countries achieve the following objectives: Expanding access to basic education for all children, particularly marginalized and vulnerable groups. Improving the quality of basic education. Raising adult literacy, especially for women. Reducing gender disparities in primary and secondary education. Strengthening higher education partnerships and networks.
