Section 305 of the Foreign Service Act of 1980 ( 22 U.S.C. 3945 ) is amended by adding at the end the following: Beginning 3 years from the date of the enactment of this subsection, a Foreign Service Officer may not be promoted into the Senior Foreign Service of the Department of State or the United States Agency for International Development without having served at least one domestic rotation in a bureau or office that does not have a regional jurisdiction. .
