Section 1241(g) of the Food Security Act of 1985 ( 16 U.S.C. 3841(g) ) is amended— in paragraph (1), by striking 2012 and inserting 2018 ; and in paragraph (2), by inserting (but not earlier than 120 days after the date that funding for the fiscal year is allocated to the States) after Secretary ; in paragraph (3), by inserting (but not earlier than 120 days after the date that acres for the fiscal year are allocated to the States) after Secretary ; and by adding at the end the following:
Nothing in this subsection prohibits beginning or socially disadvantaged farmers or ranchers from participating in programs and receiving funding available under this title that is not reserved under paragraph (1). Within the funds reserved under paragraph (1), the Secretary shall allocate to the Natural Resources Conservation Service funding for technical assistance at a rate that is not more than 10 percent higher than the rate that would otherwise apply to allow the Service to provide additional technical assistance to beginning farmers or ranchers and socially disadvantaged farmers or ranchers to establish conservation plans. .
