The Administrator shall promulgate regulations and carry out activities to prevent any inmate in a Federal Prison Industries program under chapter 307 of title 18, United States Code, or a work program operated by a prison or jail of a State or subdivision thereof from having access to any geospatial data regarding the location of— surface and subsurface infrastructure providing communications or water or electrical power distribution or transmission; pipelines for the distribution or transmission of natural gas, bulk petroleum products, or other commodities; other utilities; or any personal or financial information about any individual private citizen, including information relating to such person’s real property however described.
