69.02 Department powers and duties.
(1)The department shall:
(a)Establish a unit called the office of vital records.
(b)Appoint a state registrar.
(c)Prescribe the form of an affidavit of death for releasing burial agreement trust funds to a beneficiary under s. 445.125
(b)4. b. or establishing proof of death for payment of benefits of a life insurance policy sold under s. 632.415
(2).
(1m)The department shall promote and encourage appropriate training for any person authorized to complete and sign a medical certification under s. 69.18
(2), and shall compile and make available to these persons a recommended set of training materials and resources related to medical certification of deaths.
(a)The department may promulgate administrative rules to administer this subchapter.
(b)The department shall promulgate administrative rules which establish procedures regarding the contents of and acceptance and registration of tribally related vital records submitted to the state registrar by tribal courts and procedures for responding to court orders issued by tribal courts regarding tribally related vital records, as required under s. 69.035 .
(3)In consultation with organizations of coroners, medical examiners, and forensic pathologists, and any other organization determined to be appropriate by the department, the department shall establish best practices for coroners and medical examiners for the completion of medical certifications under s. 69.18
(2)and investigations of death under s. 979.01 . The department shall encourage use by and make available to any office of a coroner or medical examiner the best practices established under this subsection. The department shall periodically review and, if determined necessary by the department, update the best practices established under this subsection.
