There is hereby established under the supervision and control of the secretary of children, youth, and families a correctional institution for the confinement and rehabilitation of juveniles committed by the juvenile courts to the department of children, youth, and families. Such institution shall be situated upon publicly owned lands within King county, under the supervision of the department of natural resources, which land is located in the vicinity of Echo Lake and more particularly situated in Section 34, Township 24 North, Range 7 East W.M. and that portion of Section 3, Township 23 North, Range 7 East W.M. lying north of U.S.
Highway 10, together with necessary access routes thereto, all of which tract is leased by the department of natural resources to the department of children, youth, and families for the establishment and construction of the correctional institution authorized and provided for in this chapter.
