The lottery commission shall conduct new games that are in addition to any games conducted under RCW 67.70.042 and are intended to generate additional moneys sufficient to cover the distributions under *RCW 67.70.240 (5). No game may be conducted under this section before January 1, 1998. No game may be conducted under this section after December 31, 1999, unless the conditions for issuance of the bonds under RCW 43.99N.020
(2)are met, and no game is required to be conducted after the distributions cease under *RCW 67.70.240 (5).
For the purposes of this section, the lottery may accept and market prize promotions provided in conjunction with private-sector marketing efforts.
