(1)It is unlawful for a person to use, offer for use, purchase, offer to purchase, sell, offer to sell, or possess powdered alcohol.
(2)Any person who violates this section is guilty of a misdemeanor.
(3)This section does not apply to the use of powdered alcohol for bona fide research purposes by a:
(a)Health care provider that operates primarily for the purposes of conducting scientific research;
(b)State institution of higher education, as defined in RCW 28B.10.016 ;
(c)Private college or university; or
(d)Pharmaceutical or biotechnology company.

Finding — Intent — 2015 c 193: "The legislature finds that powdered alcohol poses a risk to the public health and safety of children and youth. The legislature intends to minimize this risk by banning the use, purchase, sale, and possession of powdered alcohol, except for bona fide research purposes." [ 2015 c 193 s 1 .]
Effective date — 2015 c 193: "This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and takes effect immediately [May 7, 2015]." [ 2015 c 193 s 4 .]
