Nothing in this title shall be construed as limiting the right of any manufacturer of confections or food products from obtaining liquor from any source whatsoever if:

(1)It is acquired pursuant to a permit issued under RCW 66.20.010 (5); and

(2)the applicable taxes imposed by this title are paid.
