(1)The connecting Washington account is created in the motor vehicle account [fund]. Moneys in the account may be spent only after appropriation. Expenditures from the account must be used only for projects or improvements identified as connecting Washington projects or improvements in a transportation appropriations act, including any principal and interest on bonds authorized for the projects or improvements.
(2)Moneys in the connecting Washington account may not be expended on the state route number 99 Alaskan Way viaduct replacement project.
(3)During the 2023-2025 and 2025-2027 fiscal biennia, the legislature may direct the state treasurer to make transfers of moneys in the connecting Washington account to the move ahead WA account.
