The provisions of RCW 19.29A.020 , 19.29A.030 , section 5, chapter 300, Laws of 1998, and RCW 19.29A.090 do not apply to a small utility. However, nothing in this section prohibits the governing body of a small utility from determining the utility should comply with any or all of the provisions of RCW 19.29A.020 , 19.29A.030 , section 5, chapter 300, Laws of 1998, and RCW 19.29A.090 , which governing bodies are encouraged to do.
