The state commercial aviation work group shall submit a progress report to the governor and the transportation committees of the legislature by December 1, 2025, December 1, 2026, and annually every July 1st thereafter. The first report of the work group shall include a list of areas that will not have further review as the areas are in conflict with the operations of a military installation. The 2025 report must also identify unsuitable geographies due to either environmental impacts or impacts to overburdened communities. Additionally, during the 2025-2027 biennium, the work group must:
(1)Work to understand what studies currently exist on state transportation needs and capacities and identify any gaps of information; and
(2)Conduct meaningful community engagement with overburdened and vulnerable populations with a focus on the environmental justice impact of aviation on communities.
