The Director is authorized
(i)to accept federal funds or gifts or grants from any source for the purposes of this article;
(ii)to acquire by gift or purchase, but not by the exercise of the power of eminent domain, any orphaned lands whose acquisition he judges to be in the public interest; and
(iii)to utilize any such funds, gifts, or grants for the purposes of this article.
