Cooperation among rate service organizations or among rate service organizations and insurers in rate making or in other matters within the scope of this chapter is hereby authorized if the filings resulting from such cooperation are subject to all the provisions of this chapter applying to filings generally. The Commission may review such cooperative activities and practices. If, after providing notice and opportunity to be heard, it finds that any cooperative activity or practice is unfair, unreasonable or otherwise inconsistent with this chapter, the Commission shall issue a written order
(i)specifying in what respects the cooperative activity or practice is unfair, unreasonable or otherwise inconsistent with this chapter, and
(ii)requiring the discontinuance of the cooperative activity or practice.
