A. This article, being necessary for the welfare of the Commonwealth and its inhabitants, shall be liberally construed to effect the purpose of this article.
B. Except as otherwise expressly provided in this article, none of the powers granted to the Authority under the provisions of this article are subject to the supervision or regulation or require the approval or consent of
(i)any locality or political subdivision of the Commonwealth or
(ii)any commission, board, bureau, official, or agency of
(a)any such locality or political subdivision or
(b)the Commonwealth.
