Any
(i)holder of bonds issued under the provisions of this article or any of the coupons appertaining to such bonds and
(ii)trustee under any trust indenture may, either at law or in equity, by suit, action, mandamus, or other proceeding,
(a)protect and enforce any and all rights under the laws of the Commonwealth, the trust indenture, or the resolution authorizing the issuance of such bonds and
(b)enforce and compel the performance of all duties required by this article or such trust indenture or resolution to be performed by the Authority or by any officer of the Authority, except to the extent that such rights are restricted by the trust indenture or the resolution authorizing the issuance of such bonds.
