The Superintendent shall prioritize inspections of child day programs and family day systems in the following order:
(i)inspections conducted in response to a complaint involving a licensed, registered, license-exempt, or unlicensed child day program or family day system;
(ii)inspections of licensed or registered child day programs and family day systems that are not conducted in response to a complaint;
(iii)inspections of license-exempt or unlicensed child day programs and family day systems that have entered into a contract with the Department or its agents or designees or a local department of social services to provide child care services funded by the Child Care and Development Block Grant, other than inspections conducted in response to a complaint; and
(iv)inspections of license-exempt and unlicensed child day programs and family day systems that are not conducted in response to a complaint.
