A. Any department, agency, bureau or institution of the Commonwealth may
(i)accept grants of funds made by the United States government or any department or agency thereof, to be applied to purposes within the functions of such state department, agency, bureau or institution, and
(ii)administer and expend such funds for the purposes for which they are granted.
B. The State Treasurer is appointed custodian of all such funds, and shall disburse them on warrants issued by the Comptroller for the department, agency, bureau or institution for whose use they are granted.
