Section, Pub. L. 92–419, title V, § 510, as added Pub. L. 95–113, title XIV, § 1443, Sept. 29, 1977, 91 Stat. 1006, required an annual evaluation by Secretary of effectiveness of programs established under section 2662(c) and
(d)of this title and submission of an annual report to Congress on that evaluation and operation of programs during previous year.
