§ 1470. IMPLEMENTATION AND EFFECTIVE DATE.

In general .— This chapter shall become effective on October 1, 1990 . Not later than December 30, 1990 , the Secretary shall enter into an agreement with the State of Vermont to provide Federal assistance under this chapter to the State. Regulations .— Not later than December 31, 1991 , the Secretary of Agriculture shall publish in the Federal Register interim final regulations to implement this chapter. The regulations shall not require each State’s program to give a priority to the acquisition of land, or interests in land, that is subject to significant urban pressure.
