(b)Auction expenditure justification report Not later than April 1, 2019, and annually thereafter, the Commission shall provide to the appropriate committees of Congress a report containing a detailed justification for the use of proceeds retained by the Commission under section 309(j)(8)(B) of this title for the costs of developing and implementing the program required by section 309(j) of this title.
(c)Definition For purposes of this section, the term “appropriate committees of Congress” means—
(1)the Committee on Commerce, Science, and Transportation of the Senate;
(2)the Committee on Appropriations of the Senate;
(3)the Committee on Energy and Commerce of the House of Representatives; and
(4)the Committee on Appropriations of the House of Representatives.
