In General .— There are authorized to be appropriated to carry out the provisions of this Act $1,600,000 for fiscal year 1998. Interim Funding .— Until such time as funds are appropriated pursuant to subsection (a), the President may use such sums as are available for discretionary use to carry out this Act.
