The Council is authorized to delegate to any member or employee of the Council its administrative functions under section 1962a–4 of this title and the detailed administration of the grant program under subchapter III. ( Pub. L. 89–80, title IV, § 403 , July 22, 1965 , 79 Stat. 254 .)
