“For purposes of this title: The term ‘AIDS’ means acquired immune deficiency syndrome. The term ‘Fund’ means the Ricky Ray Hemophilia Relief Fund. The term ‘HIV’ means human immunodeficiency virus. Unless otherwise provided, the term ‘Secretary’ means Secretary of Health and Human Services.
