§ 10309. New spending authority; amounts provided in advance

Any new spending authority described in subsection (c)(2)(A) or
(B)of section 651 1 of title 2 which is provided under this chapter shall be effective for any fiscal year only to such extent or in such amounts as are provided in advance in appropriations Acts.
