§ 8. STAFF.

Additional Personnel .— Subject to subsection (b), the Executive Director may request additional personnel detailed from Federal agencies. Requests for Detail Employees .— Upon request of the Executive Director and approval of the Board, the head of any Federal agency shall detail the requested personnel of that agency to the Board for a period of not less than 1 year to assist the Board in carrying out its duties under this Act. Hiring of Term Employees .— The Executive Director, with approval of the Board, may use the Office of Personnel Management to hire employees for terms not to exceed 2 years pursuant to the Office of Personnel Management guidance for nonstatus appointments in the competitive service.
Qualifications .— Appointments shall be made with consideration of a balance of expertise consistent with the qualifications of representatives described in section 4(c)(5).
