In General .— Except as provided in subsection (b), this Act shall take effect on March 15, 1989 . Appointment of Secretary .— Notwithstanding any other provision of law or of this Act, the President may, any time after January 21, 1989 , appoint an individual to serve as Secretary of the Department of Veterans Affairs.”
