Interim Reports .— The Commission may submit to Congress such interim reports as the Commission considers to be appropriate. Final Report .— Not later than 2 years after the date on which all members of the Commission are appointed, the Commission shall submit to Congress a final report containing— a detailed statement of the findings and conclusions of the Commission; the recommendations of the Commission; and any other information that the Commission considers to be appropriate.
