“There are authorized to be appropriated to carry out this Act— $9,000,000 for fiscal year 2007; $10,000,000 for fiscal year 2008; $11,500,000 for fiscal year 2009; $13,000,000 for fiscal year 2010; and $15,000,000 for fiscal year 2011.”
