“The requirements of section 5603 shall not apply to a coastal State if within six months after the date of enactment of this subtitle [ Nov. 4, 1992 ] the Secretary of the Interior certifies that— the State has developed and is implementing a plan that will ensure that there will be pumpout stations and waste reception facilities adequate to meet the needs of recreational vessels in the coastal waters of the State; or existing pumpout stations and waste reception facilities in the coastal waters of the State are adequate to meet those needs.
