Section 5037, Pub. L. 99–440, title II, § 210 , Oct. 2, 1986 , 100 Stat. 1098 , authorized President to use Emergency Reserve for African Famine Relief to meet food shortages in southern Africa. Section 5038, Pub. L. 99–440, title II, § 211 , Oct. 2, 1986 , 100 Stat. 1098 , prohibited assistance under this chapter, chapter 32 of this title, or any other law to any person or group engaging in “necklacing”.
