Pub. L. 103–149, § 4(a)(1) , Nov. 23, 1993 , 107 Stat. 1504 Section 5036, Pub. L. 99–440, title II, § 209 , Oct. 2, 1986 , 100 Stat. 1098 , prohibited assistance under this chapter to certain groups. Section 5037, Pub. L. 99–440, title II, § 210 , Oct. 2, 1986 , 100 Stat. 1098 , authorized President to use Emergency Reserve for African Famine Relief to meet food shortages in southern Africa. Section 5038, Pub. L. 99–440, title II, § 211 , Oct. 2, 1986 , 100 Stat. 1098 , prohibited assistance under this chapter, chapter 32 of this title, or any other law to any person or group engaging in “necklacing”.
