In General .— There is authorized to be appropriated $10,000,000 for the fiscal year 2000 and $10,000,000 for the fiscal year 2001 to carry out this subtitle. Availability of Funds .— Amounts appropriated under subsection

(a)are authorized to remain available until expended.”
