L. 101–280, § 7(b)(2)[(d)(2)] , May 4, 1990 , 104 Stat. 161 , related to maximum amount of honoraria which could be accepted by Members of Congress. Pub. L. 102–90, title I, § 6(f)(1) , Aug. 14, 1991 , 105 Stat. 451 , provided that:
“Except for the provisions of subsection (e)(1) [ 105 Stat. 451 ], the provisions of this section [see Tables for classification] shall take effect on the date of the enactment of this Act [ Aug. 14, 1991 ].”
