“For the period beginning on December 1, 2015 , and ending on December 31, 2031 , section 13031(a)(9) of the Consolidated Omnibus Budget Reconciliation Act of 1985 ( 19 U.S.C. 58c(a)(9) ) shall be applied and administered— in subparagraph (A), by substituting ‘0.3464’ for ‘0.21’; and in subparagraph (B)(i), by substituting ‘0.3464’ for ‘0.21’.
