As used in this subchapter— The term “program” means the Klamath River Basin Conservation Area Restoration Program established under section 460ss–1(b) of this title . The term “Secretary” means the Secretary of the Interior. ( Pub. L. 99–552, § 7 , Oct. 27, 1986 , 100 Stat. 3086 .)
