There is authorized to be appropriated the sum of not to exceed $3,000 for the purpose of acquiring lands, interests in lands, and improvements thereon as may be necessary for carrying out this Act. ( Pub. L. 86–689, § 4 , Sept. 2, 1960 , 74 Stat. 737 .)
