All brokers and dealers for whom registration was in effect on May 27, 1936 , in accordance with rules and regulations of the Commission prescribed pursuant to section 78 o of this title shall be deemed to be registered pursuant to said section. ( May 27, 1936, ch. 462, § 10 , 49 Stat. 1380 .)
