§ 1003. GENERAL ACCOUNTING OFFICE [GOVERNMENT ACCOUNTABILITY OFFICE] STUDY.

In General .— The Comptroller General of the United States shall conduct a study of deposit insurance issues raised by section 1001 emphasizing in particular— analysis of the policy considerations affecting the scope of deposit insurance coverage; evaluation of the risks associated with bank insurance contracts both as to the issuing institution and the deposit insurance funds; and the effect of proposed changes in the definition of ‘deposit’ on— market discipline; and the ability of other participants in capital markets to raise funds.
Report .— Not later than the close of the 18-month period beginning on the date of the enactment of this Act [ Aug. 9, 1989 ], the Comptroller General shall submit to the Congress the results of the study required by subsection (a).
