On October 14, 2004, EPA signed a Memoranda of Agreement
(MOA)that defines policies, responsibilities, and procedures pursuant to 40 CFR part 62, Subpart III (the “Federal plan”) by which the Federal plan will be administered by the Allegheny County Health Department
(ACHD)on behalf of EPA.
