On June 12, 2025, the Ohio EPA Director signed the Memorandum of Agreement concerning the Delegation of Authority of the Federal plan. On June 24, 2025, the EPA Region 5 Regional Administrator signed the Memorandum of Agreement, making the delegation effective. [91 FR 918, Jan. 9, 2026]
